Leveraging a Technical Assistance grant awarded by C40, the City of Toronto’s Environment and Energy Division (EED) sought help implementing its Energy Conservation and Demand Management Plan (ECDM) across the City’s stock of municipal buildings. The project was driven by the ECDM recommendation that the City lead by example to drive energy consumption savings of 30% or greater across its real estate portfolio, comprising over 4,600 buildings.

We developed a decision making framework and interactive tool that allowed the EED to coordinate energy efficiency retrofits with their standard State of Good Repair (SOGR) program, while simultaneously developing a methodology for quantifying the financial impact of energy retrofits on ongoing building operations and maintenance costs. 

Our tool enables the City to create a workflow model that will limit missed opportunities when the ECDM and SOGR efforts are carried out separately. The results are clear recommendations for the City to save on emissions and costs associated with building retrofits.

The C40 Technical Assistance program was set up to enable projects with a high potential for tangible greenhouse gas emission reductions that can be replicated across other C40 member cities.
